Actually, I get the feeling that this government is too arrogant to listen to technical advice: that was certainly the impression given during the electronic voting debacle, when damn near every expert in the country was at least saying that caution was required while the Minister called them luddites.

Failed large IT projects are pretty much normal: large companies and governments do this all the time. One of the problems is that the consultants engaged are often involved in both management and implementation and paid on that basis: they lose money if the project is cancelled. I haven't looked at the details in this case though. It's just too depressing.
